No project is completely linear; all planning is a process that sometimes involves back and forth and changes and revisions.
That is the essence of planning, and the HOAI service phases reflect this slow process from the rough to the fine and then to realization.
Nevertheless, there are always setbacks and changes that cause such a great deal of planning effort that the question arises as to whether this really still needs to be considered part of the normal planning service - or whether there should not perhaps be additional fees for this.
