At the traditional AHO conference in Berlin on December 5, 2024, the status of the HOAI amendment was presented and lively discussions took place.

The failure of the traffic light government has also brought the three-year reform process for a new HOAI to an abrupt end. Unfortunately, the new pricing law will not be adopted in the first half of 2025.

At the conference, there was a report on the current status, with the focus on the expert report on the revision of the HOAI by BMWi expert Prof. Dr. Christian Stoy (Institute for Construction Economics at the University of Stuttgart). His report will soon provide concrete findings and recommendations on how the HOAI can be reformed.

The need to increase the fees for open space and landscape planning has been scientifically proven. The supplementary studies by fee experts on the adequacy of fees in landscape architecture also speak for themselves.

All planners' organizations are jointly calling for the amendment process to be resumed immediately after the formation of the new federal government and completed before the end of 2025.

The bdla will now analyze the status quo for planners in detail. For example, we are currently examining the need for argumentation aids that prepare the fee adjustments recommended by experts for open space and environmental planning. Two experts will report on the details at the bdla Economic Forum on 28.02.2025 in Frankfurt/Main.
