The landscape planning working group met in Berlin on 29 September 2019 to discuss the new model contract for landscape planning services with bdla legal counsel Dr. Sebastian Schattenfroh.
The new planning contract for the members was completed. Another technical focus was the debate on the draft of the Federal Compensation Ordinance. The Federal Ministry for the Environment had asked for comments. The good cooperation in the working group again formed the basis for a well-founded discussion and the timely formulation of a bdla position.
The meeting also saw the launch of a new project. Martin Janotta had prepared a basis for discussion on "Environmental Permit Management". It was quickly agreed that, due to the requirements of environmental and nature conservation law, the environmental planner has moved to the centre of permit planning. Environmental permit management has become a new field of activity in addition to specialist planning services. Environmental permit management also places high technical and personnel demands on the planning office.
Environmental expertise from a single source in ecological issues, species protection, planning law, open space planning, construction management and environmental construction supervision as well as experience in planning processes are important prerequisites for performing this task.
The working group members then also pleaded for a differentiated elaboration of the topic. It is conceivable to publish a bdla leaflet, similar to the very successful bdla flyer "Environmental Construction Supervision", in order to be able to present the field of work to clients or generally in complex planning procedures in a concise manner and independently of the planning office.
