Together with other planning, social and environmental associations as well as civil society actors, the bdla has co-signed an appeal against the introduction of the so-called "building turbo" in urban planning law.
On the occasion of today's first reading in the German Bundestag, a joint association paper calls for the deletion of Section 246e from the cabinet resolution on the amendment of the German Building Code without replacement as part of the parliamentary legislative process. The planned paragraph is intended to allow far-reaching deviations from existing regulations in order to accelerate housing construction in areas with a tight housing market. This special regulation should initially apply until 31.12.2027. In the view of the co-signatories, however, Section 246e threatens to promote land speculation, destroy valuable green spaces, accelerate the rise in rents and increase social inequality. There is also no sign of sustainable land management.
The creation of affordable housing is urgently needed, but must be carried out in harmony with social concerns and the protection of the environment. This requires comprehensive approaches that take social, climatic and ecological aspects into account. Instead of unplanned new construction on unsealed areas, the focus should be on sustainable and climate-friendly inner development, refurbishment and conversion of existing buildings and intelligent redensification.
