The new legal framework for dealing with soil and recycled building materials

Mineral waste represents the largest waste stream in Germany in terms of volume. The handling of soils and building materials is also omnipresent in the planning of outdoor facilities.

With the coming into force of the Mantelverordnung on August 1, 2023, among other things, the Ersatzbaustoffverordnung (EBV) will be newly created and the Bundesbodenschutz- und Altlastenverordnung (BBodSchV 2023) will be amended.

This will result in the creation of uniform and legally binding regulations at the federal level.
Regulations that have been used in practice to date, such as LAGA Notice 20, will thus cease to apply.
The new introduction of the EBV affects the utilization of soil material and mineral recycling construction materials in the entire civil engineering sector.

Soil-like applications in landscaping, backfilling and recultivation in landscape planning, and soil improvement in agriculture are newly regulated in the Federal Soil Protection Ordinance.

The complex of new regulations also poses considerable challenges to landscape architects in interpretation and practical application.

The half-day seminar will provide an overview of the requirements of the new legal framework and practical tips for planning, tendering and implementation of construction projects.
